To connect two separate joint chains, select the top joint (or root joint) of the child chain and then Shift+select the end of the second chain where you want the connection to occur. Go to Edit > Parent (or press P on the keyboard). This connects the first joint to the second's hierarchy. Edit > Unparent (or Shift+p) disconnects the selected joint and its chain from the hierarchy.
